Residents in Hillingdon are being urged to voice their concerns regarding taxis and private hire vehicles waiting to pick up passengers from Heathrow in residential areas. A consultation period of six weeks has been initiated to gather feedback, which will be instrumental in developing stricter enforcement measures.

Numerous complaints have been received about the behaviour of some drivers, who have been reported for parking improperly, displaying abusive conduct, and even engaging in inappropriate actions like urinating and defecating in public spaces.

At present, the council is actively deploying staff to enforce parking regulations; however, it is facing limitations due to existing legislation. It is believed that enhanced powers are necessary to address these issues effectively.

Over the past year, 475 fixed penalty notices were issued to drivers in the vicinity, and the Heathrow Airport Nuisance Parking Portal has received more than 90 complaints since its inception in April.

To combat such behaviour, a new Public Spaces Protection Order (PSPO) is being considered to prohibit actions that negatively impact the community. If implemented, the order would encompass three wards surrounding the airport: Heathrow Villages, Pinkwell, and West Drayton.

Unlike conventional parking regulations that necessitate physical intervention before penalties can be imposed, the PSPO would utilise both fixed and mobile cameras for enforcement.

Councillor Eddie Lavery, the Cabinet Member for Residents’ Services, highlighted the long-standing nuisance caused by taxis and private hire vehicles waiting in residential areas near the airport. Despite the provision of official designated waiting areas within the airport perimeter, many drivers continue to flout the rules.

The proposed PSPO is seen as a step towards alleviating the challenges faced by residents and finding a sustainable solution to the problem.
