A landlord from Hayes named Tarsem Dhillon has been ordered to pay £28,729 after being caught by Hillingdon Council for cramming 14 people into a house meant for only six individuals. Dhillon appeared at Uxbridge Magistrates’ Court on Tuesday (10) and was found guilty of using his property as a house of multiple occupancy (HMO) despite breaching a previous enforcement order and overpopulating the premises.

The council launched an investigation following reports from concerned residents regarding the property on Station Road, Hayes. In March 2023, officers executed a warrant to enter the building and discovered clear violations of the planning enforcement notice. Despite the HMO licence only permitting six households or people to reside there, officers found seven households and a minimum of 14 occupants.

During the sentencing, it was revealed that Dhillon had unlawfully earned approximately £20,000 in rent over a 10-month period. His legal representative attributed the offences to carelessness, stating that Dhillon had neglected the property due to ongoing medical issues.

For his actions, Dhillon was fined £20,000 and ordered to pay a victim surcharge of £2,000 along with the council’s prosecution costs of £6,729. Cllr Eddie Lavery, Cabinet Member for Residents’ Services, emphasised the council’s commitment to ensuring safe and secure communities by tightening regulations on HMOs in the borough. Residents who suspect any property of illegal use can report anonymously to the private sector housing team for investigation.
