The home secretary, Yvette Cooper, has announced a new crackdown on hooligans causing chaos in town centers and neighborhoods. These troublemakers will now face “respect orders” that give police and local councils the power to ban them from public spaces like high streets, parks, and town centers. Additionally, police will now have the authority to seize vehicles associated with anti-social behavior, such as off-road bikes and e-scooters ridden dangerously on pavements.
This initiative is reminiscent of Tony Blair’s Respect Agenda from 2006, which aimed to put the law-abiding majority back in charge of their communities. Cooper’s new respect orders seek to address the root causes of anti-social behavior, ensuring that repeat offenders face consequences for their actions. According to government figures, over a third of people in the UK experienced or witnessed anti-social behavior last year, resulting in 1 million police recorded incidents. To combat this issue, perpetrators will be required to undergo mandatory rehabilitation through drug and alcohol treatment or anger management courses. Those who breach respect orders could face up to two years in jail, unlimited fines, community orders, or curfews.
The National Police Chiefs’ Council has welcomed these changes, as they will empower officers to tackle those who persistently make streets and public places feel unsafe. Deputy chief constable Andy Prophet highlighted the importance of banning offenders from high streets and parks, as well as addressing underlying causes of poor behavior like drug or alcohol misuse.

Chief executive Harvinder Saimbhi emphasized the significance of addressing root causes to reduce reoffending rates and bring relief to victims and communities.
